I think projecting Amateur hitters is one of the areas that scouting is still essential. You need to find guys that consistently strike the ball -- preferably with line drive elevation -- on the meat of the bat. It's the guys (I think this was the problem with Stubbs) that let the ball get in on the handle and other non-prime areas of the bat, that still get hits in amateur ball, that don't project well. Still quite subjective, though.
